The Lagos State lotteries industry is the largest lotteries market in Nigeria. Prior to the enactment of Lagos State Lotteries Law (2004) and set up of the Lotteries Board, the Lottery industry was unruly, unregulated and operated underground as part of the informal sector. Yet, it generated huge revenue with no tax implication or good causes benefits to the citizenry.
The Lagos State government blazed the trail in the country by following the universal lottery model- granting an exclusive licence to a single operator.
However due to the peculiarities of our nation and intervention of environmental, technological and social factors, there was a review of the universal lottery model. This led to the amendment of the Law to expunge the exclusivity clause and adopt a multi-operator model. The adoption of this model laid the foundation for the formalization of the lottery industry.
At Lagos State Lotteries Board we are committed to the advancement of the lottery industry. Our principal objective is to create a level playing ground for all participants as well as protect the interest of all stakeholders. We have undertaken the development of the lottery industry in Lagos State while setting the pace and standard for other regulatory bodies to follow.
As a regulator, we recognize the need for effective strategies in relation to responsible gaming; and work towards setting and enforcing the highest ethical standards.
We are dedicated to ensuring maximum utilization of revenue generated from lottery for good causes which will positively impact and improve the living standards of Lagosians.
It is a fulfilling experience to watch the lottery industry flourish into a source of income and livelihood for many families. The past few years have been full of amazing achievements, growth and satisfaction for our stakeholders.
